I hope this message finds you well. I am writing to express my deep concern and frustration regarding a recent interaction I had with your office concerning a protective order for myself and my children. On 2/20/2025, I reached out to your office for assistance, as I believe our lives are in danger. Unfortunately, I was met with a very rude and dismissive response from Richard Garcia. During our conversation, I was informed that my request for a protective order would be denied because I am allegedly under investigation. This explanation was not only vague but left me feeling helpless and unsupported. Mr. Garcia’s demeanor was combative and snappy, making it difficult for me to convey the urgency of my situation. When I requested to speak with a supervisor for further clarification and assistance, he abruptly hung up on me without providing any information or guidance. As a mother seeking to protect my children, this lack of empathy and professionalism is incredibly disheartening. It is alarming to think that in a situation where we are potentially in danger, the system designed to protect families can be so dismissive. I am left wondering: do we have to endure harm before a protective order is granted? This experience has left me feeling neglected and devalued, especially when I reached out for help. I urge you to address this matter promptly. Families in crisis need support and understanding, not dismissal. I hope to receive a response soon regarding the next steps I can take to ensure the safety of my children and myself. Thank you for your attention to this serious matter. Sincerely, Debresha Bedford

Bexar County Family Justice Center Introduce

Introduction / Overview

For individuals and families in Texas, particularly within Bexar County, navigating the complexities and dangers of domestic violence requires immediate, compassionate, and comprehensive support. The Bexar County Family Justice Center (BCFJC) serves as a critical hub in San Antonio, providing a lifeline for victims of domestic violence, sexual assault, stalking, and human trafficking. Operating on the model of co-locating multi-disciplinary services "under one roof," the BCFJC aims to simplify the process for survivors seeking help, offering a centralized location where they can access a wide array of vital resources without having to visit multiple agencies.

The core mission of the BCFJC is to assist victims in their journey from survivor to thriver. This involves not only providing immediate crisis intervention but also offering long-term support to empower individuals to break free from abusive relationships and rebuild their lives. While the journey to safety and recovery can be challenging, the BCFJC strives to reduce the obstacles faced by victims by streamlining access to legal, social, and psychological services. This overview will detail the crucial role the Bexar County Family Justice Center plays in the San Antonio community, outlining its services, accessibility, and unique features designed to provide holistic support.

Location and Accessibility

The Bexar County Family Justice Center is strategically located to serve the San Antonio community, making it as accessible as possible for those in urgent need. You can find the center at 126 E Nueva St 2nd floor, San Antonio, TX 78204, USA. This central location in downtown San Antonio places it conveniently close to key judicial and governmental buildings, which is beneficial for victims who may need to interact with various legal and social services.

The center’s position on East Nueva Street ensures excellent accessibility through San Antonio’s public transportation network. Numerous VIA Metropolitan Transit bus routes have stops within a short walking distance of the facility, providing a vital resource for individuals who may not have access to private transportation or who wish to avoid the complexities of driving and parking in the city center.

For those who do drive, downtown San Antonio offers various parking options. Specifically, the Bexar County Parking Garage, located at 211 S. Flores, offers free parking for BCFJC clients on the day of service with a validated parking ticket. This thoughtful provision significantly reduces a potential barrier for individuals seeking assistance. The location also provides relatively easy access from major highways, ensuring that individuals from across Bexar County and beyond can reach the center when they need help. The BCFJC's hours of operation are Monday through Friday, 8:00 AM to 5:00 PM, observing county holidays. This dedicated facility aims to provide a safe and centralized environment where victims can access a wide range of support services efficiently.

Services Offered

The Bexar County Family Justice Center is designed as a "one-stop shop" for victims of domestic violence, sexual assault, stalking, and human trafficking, offering a comprehensive suite of services under one roof. All services provided at the BCFJC are free and confidential for victims. Their multidisciplinary approach brings together various professionals and partner agencies to provide coordinated support, which includes:

  • Crisis Intervention: Immediate support and safety planning for individuals in crisis, including lethality and strangulation risk assessments.
  • Protective Order Assistance: Guidance and support in applying for protective orders. The BCFJC works with the Bexar County Criminal District Attorney's Office Protective Order Unit and Texas RioGrande Legal Aid to assist clients with the application process, explain legal criteria, and provide information on criminal charges.
  • Law Enforcement Services: Assistance with filing charges and initiating criminal justice processes. Police officers are often co-located or closely integrated into the services.
  • Civil Legal Services: Assistance with civil legal issues beyond protective orders, which may include family law matters like divorce and child custody, as well as other civil legal aid.
  • Counseling Services: Individual and group counseling for adults and children, aimed at addressing the emotional and psychological impact of abuse and fostering mental health wellness.
  • Child Care: On-site child care services (often provided by foster grandparents) are available, allowing victims to attend appointments and access services without worrying about their children's safety or supervision.
  • Medical Assistance: While not always direct medical treatment, the center assists with receiving medical attention and provides connections to healthcare providers.
  • Safety Planning: Development of personalized safety plans to help victims and their children stay safe, whether they choose to leave an abusive situation or remain.
  • Life Skills and Empowerment Programs: Assistance with job and education opportunities, financial management, housing, food, and other basic needs to empower victims toward self-sufficiency. This includes the Dream Center program which provides case management and long-term resources.
  • Child Protective Services (CPS): Information and intervention services when needed, ensuring the safety and well-being of children exposed to violence.
  • Chaplain Services: Interfaith spiritual guidance and support for those seeking it.
  • Referrals to Shelters and Other Resources: Connecting clients with safe housing options, community resources, and other support networks not directly housed at the center.

These integrated services aim to reduce the burden on victims by providing a coordinated and supportive environment for healing and empowerment.

Features / Highlights

The Bexar County Family Justice Center is distinguished by several key features and highlights designed to provide comprehensive and accessible support to victims of domestic violence in Texas:

  • "Under One Roof" Model: This is the most significant feature of the BCFJC. By co-locating a multidisciplinary team of professionals—including law enforcement, prosecutors, victim advocates, counselors, and civil legal service providers—in a single location, the center drastically reduces the number of places victims need to go for help. This integrated approach minimizes re-traumatization by reducing the need for victims to repeatedly tell their story.
  • Free and Confidential Services: All services provided at the BCFJC are free of charge for victims of domestic violence, and they maintain confidentiality. This removes significant financial barriers and ensures that victims feel safe and secure in seeking assistance.
  • Comprehensive Victim Support: The center offers a holistic approach to victim support, addressing immediate crises, long-term healing, and empowerment. Services range from protective order assistance and safety planning to counseling, job assistance, and child care, covering a wide spectrum of needs.
  • Focus on Safety and Empowerment: The BCFJC's mission emphasizes assisting victims in their "journey from survivor to thriver." This means their services are geared not just towards crisis intervention but also towards providing victims with the tools, education, and resources necessary to achieve long-term safety, independence, and well-being.
  • Strong Collaborative Network: The BCFJC boasts over forty on- and off-site partners, including governmental agencies, non-profits, and community organizations. This extensive network ensures that if a specific service isn't available directly at the center, warm and trauma-informed referrals are provided to trusted partners.
  • Experienced and Dedicated Staff: The BCFJC's staff, including victim advocates, paralegals, and prosecutors from the Protective Order Unit, are trained to provide support and guidance. While some client feedback suggests areas for improvement in individual interactions, the systemic goal is to provide a dedicated and empathetic team to assist victims.
  • Protective Order Specialization: The center provides dedicated assistance for protective orders, with a process that involves victim advocates, prosecutors, and often legal aid services. This specialized unit helps victims understand the legal requirements and navigate the application process efficiently.

These features underscore the BCFJC's commitment to providing a safe, comprehensive, and empowering environment for victims of domestic violence and their families in Bexar County.

Promotions or Special Offers

As a non-profit organization dedicated to providing essential services to victims of domestic violence, the Bexar County Family Justice Center does not offer "promotions" or "special offers" in the commercial sense. Instead, their entire operational model is built on providing vital support and resources that are inherently "free" to eligible individuals and families in Texas.

Key aspects that function as an ongoing "offer" of immense value include:

  • All Services are Free of Charge: This is the primary and most significant "offer." Victims of domestic violence, sexual assault, stalking, and human trafficking receive all services—including legal assistance (like protective order help), counseling, safety planning, and referrals to other vital resources—at no cost. This ensures that financial hardship does not prevent victims from accessing the help they desperately need.
  • Centralized "Under One Roof" Access: While not a traditional "promotion," the co-location of multiple agencies and services under one roof is a strategic offering designed to reduce logistical burdens, time, and stress for victims. This streamlined access makes the process of seeking help significantly less daunting.
  • Holistic Support Without Prerequisites: The center offers comprehensive support for a wide range of needs (legal, emotional, practical) without income or insurance requirements for core services, ensuring broad accessibility across all demographics.
  • Dedicated Protective Order Assistance: The specific focus on helping victims obtain protective orders, including assistance with the application process and guidance through the legal steps, is a specialized service provided at no cost, which is crucial for immediate safety.

These fundamental principles of the Bexar County Family Justice Center serve as an ongoing commitment to the community, making critical support readily available and financially accessible to those in crisis. While the provided customer reviews indicate some challenges with internal processes and communication, the underlying intent is to provide free, vital services.

The fact that all core services are provided free of charge eliminates significant financial barriers, ensuring that help is available to everyone in need, regardless of their economic situation. This commitment to accessibility underscores the center's dedication to the well-being of the entire community. While recent customer reviews indicate some areas where internal processes and communication could be improved, particularly concerning wait times and initial staff interactions, the fundamental mission of the BCFJC remains critical. Unorganized, good luck if you need immediate help. From the beginning I applied online to save time never got a call. Went in and no one could find me in the system, even though I had a case number. Took a week of back and forth to finally be in the system. They offered therapy so I made an appointment with reception. Then I received a call to reschedule due to reception not checking the schedule with the therapist. Showed up for my reschedule sat for 2 hours waiting to not be seen. This place makes you feel unimportant I know the services are free but this place is a joke. I was looking for help and feel more helpless than ever. CPS is a joke Family Justice center is a joke, the only people that are helping and listening are at Child Safe.

There so good here and ready to help especially in my situation. They didn't treat me like a victim more like a human

This place is a joke. There is no “justice” with this facility. I had to call and leave 5 or more messages to my “advocate” for months and still he never called back. I finally tracked him down only for him to tell me there’s not enough evidence because the other entity hasn’t responded to him to provide documentation. How is there no evidence because of that? The advocate then said the Prosecutor stated “even though she didn’t want the relationship after the assault it looks bad on her”. Now they are contacting me again and driving past my house frequently. This is Texas, where women are to blame for everything men do to them.
