This is so Frustrating, I hired Monarch legal group and enrolled in their program on April 2020, I lost my job due to Covid 19 so I thought it was a great option. They preach on how they can help you consolidated your debt at 0% interest and reduce payments and with their calculations a portion of your debt would have been forgiven. Well after 10 months in the program and with an account in litigation I just have $548 dollars I can use towards the settlement as they use the $4000 to pay themselves first. Little did I know they used all my allegedly savings to pay for fees I didn't even know nor they told me. Nothing has been settled, I have another account with them that I want to remove and work directly with the financial institution but they will not give me back any money whatsoever and will still own them money if I stop the program. They have not done absolutely anything. I have been paying for my lawyer for 10 months and just got a hold of him 2 weeks ago and all he said was that he can't do anything due to not having enough funds. I will still need to pay the full amount I own to them with interest and will still had paid Monarch to damage my credit and close to $3500 in fees. I want my money back. This is A SCAM. Monarch Legal Group is just taking advantage of people in need and not receiving any of the results they claim. GUESS WHAT !!! I want to have a full refund of all the money I have paid to Monarch Legal Group. In the state of Illinois there is a new law that protects consumers about debt settlement scams 1- prohibits all upfront and montly fees upfront, except for 1 time $50 application fee (THEY USED ALL MY MONEY IN FEES) 2- Cap fees at 15% of the saving archived from settling the debt, ensuring that a debt settlement company only gets paid when it does what it promised to do. (THEY TOOK 85% I GAVE THEM FOR FEES) 3- prohibits debt settlement companies from advising customers to stop paying their creditors.(THEY TOLD ME TO STOP PAYING MY CREDITORS) 4 - Allow customers to cancel a contract at any time, with a prompt refund of fees. (THEY DON'T WANT TO RETURN MY MONEY AS ALMOST 4K WAS USED FOR FEES AND NO REPRESENTATION)
Navigating the legal landscape in Illinois can present a variety of challenges, from understanding complex property tax regulations to seeking relief from overwhelming debt. For residents and businesses in Chicago, finding a legal professional who offers clear guidance and effective representation is paramount. Joel R. Monarch is an attorney located in the heart of Chicago, offering legal services that span different areas, including property tax appeals and, as indicated by some client reviews, debt settlement programs.
This article aims to provide an overview of Joel R. Monarch's practice, detailing his accessible Chicago location and the range of services that public information suggests he offers. We will also address important insights drawn from client feedback, which highlights both highly positive experiences in certain areas and significant concerns in others, particularly regarding consumer debt settlement services. Understanding these diverse perspectives is crucial for locals in Illinois to make informed decisions when seeking legal assistance.
Joel R. Monarch's office is conveniently situated at 29 E Madison St #1516, Chicago, IL 60602, USA. This address places him in a prime, highly accessible location within Chicago's central Loop district, a hub for legal and business activities. The office is easily reachable for individuals and businesses residing in Chicago and the surrounding Illinois communities.
The location on East Madison Street offers excellent connectivity via Chicago's extensive public transportation system. Multiple CTA 'L' train lines and numerous bus routes have stops within a very short walking distance, making it a practical option for those relying on public transit. For clients who prefer to drive, numerous parking garages are available in the immediate vicinity, providing convenient options for their visits. This central and well-connected office location underscores a commitment to client convenience, ensuring that legal assistance is readily available to those seeking legal counsel in Illinois.
Based on available public information and client reviews, Joel R. Monarch offers legal services in at least two distinct areas:
Property Tax Appeals: This appears to be a strong area of practice, with a positive client review specifically mentioning "property tax attorneys for over a decade" and consistently "Great results, quick response and good communication each and every year!" This suggests expertise in helping property owners reduce their tax burdens by appealing assessments.
Debt Settlement Programs: As indicated by a detailed negative review, services related to "consolidated your debt at 0% interest and reduce payments" have been offered. This involves assisting individuals with negotiating with creditors to settle debts for less than the full amount owed. However, the review also highlights significant concerns regarding fees, results, and adherence to consumer protection laws related to these programs.
It is important for potential clients to clearly ascertain which specific services are being sought and to discuss their expectations thoroughly.
The features and highlights of Joel R. Monarch's practice, as perceived by clients, present a mixed but important picture:
Expertise in Property Tax Appeals: One client explicitly highlights "Joel and his team have been our property tax attorneys for over a decade. Great results, quick response and good communication each and every year! We would highly recommend Joel." This indicates a proven track record of consistent success and client satisfaction in this specific area, demonstrating long-term trust and effective service.
Responsive and Communicative (in Property Tax): The positive review praises "quick response and good communication," suggesting effective client relations in the property tax sector of his practice.
However, a comprehensive understanding also requires acknowledging significant concerns raised in another review regarding debt settlement services:
Allegations of High Upfront Fees in Debt Settlement: A frustrated client alleges that Monarch Legal Group used "all my allegedly savings to pay for fees I didn't even know nor they told me," accumulating "close to $3500 in fees" without settlement. This review directly claims that approximately 85% of payments went towards fees.
Questionable Results in Debt Settlement: The same client states, "Nothing has been settled," and "I have been paying for my lawyer for 10 months and just got a hold of him 2 weeks ago and all he said was that he can't do anything due to not having enough funds." This suggests a lack of progress and insufficient representation in their debt settlement case.
Allegations of Violation of Illinois Consumer Protection Laws: The client meticulously outlines several specific points of the Illinois Debt Settlement Consumer Protection Act that they believe were violated:
Prohibition of upfront and monthly fees (except a one-time $50 application fee).
Cap on fees at 15% of savings achieved from settling debt.
Prohibition of advising customers to stop paying creditors.
Allegations state the firm "used all my money in fees," "took 85% I gave them for fees," and "told me to stop paying my creditors."
Right to cancel contract with a prompt refund of fees. The client states, "They don't want to return my money as almost 4K was used for fees and no representation."
Damage to Credit: The client also asserts that the process "damage my credit," which can be a significant adverse outcome of certain debt relief strategies.
These contrasting reviews highlight the importance of detailed inquiry and due diligence when considering legal services, especially in areas with specific consumer protection regulations.
Based on the provided information, there are no specific, publicly advertised "promotions" or "special offers" from Joel R. Monarch. However, the client reviews provide crucial information regarding fee structures, particularly in the context of debt settlement programs. The negative review explicitly states the client's understanding of the Illinois law on debt settlement fees: prohibiting upfront and monthly fees except for a one-time $50 application fee, and capping fees at 15% of the savings achieved. The client alleges that the "Monarch Legal Group" used funds for fees "I didn't even know nor they told me" and "took 85% I gave them for fees." This suggests that prospective clients interested in debt settlement services should be extremely diligent in understanding the fee structure in detail and ensuring it aligns with current Illinois consumer protection laws before engaging services. For property tax appeals, clients generally expect transparent fee arrangements, often a percentage of the tax savings. It is highly advisable to discuss all fees upfront and obtain a clear written agreement.

For locals in Illinois, Joel R. Monarch could be a suitable option, particularly for specific legal needs where he has demonstrated a strong positive track record. The consistency and positive long-term relationships highlighted in this area are a significant advantage.
However, for those considering debt settlement programs, a significant degree of caution and thorough due diligence is strongly advised. The detailed negative review raises serious allegations about adherence to Illinois consumer protection laws regarding fees, results, and advice to stop paying creditors. Illinois residents seeking debt settlement services should be acutely aware of the "new law that protects consumers about debt settlement scams" (prohibiting upfront and monthly fees except for a $50 application fee, capping fees at 15% of savings, and allowing cancellation with a refund). It is crucial to verify that any debt settlement company or lawyer you consider fully complies with these regulations.
Therefore, while Joel R. Monarch's services are suitable for locals in Illinois specifically for property tax matters, potential clients for debt settlement should proceed with extreme caution, thoroughly research all terms, ensure compliance with Illinois law, and seek independent advice if concerns arise.
