Phillips and Cohen did an amazing job handling my False Claims Act case. For over ten years, they handled everything, investing thousands of hours and risking millions of dollars of their own money to see the case through to settlement. Not only did they ensure that the case was handled by attorneys with extraordinary talent, they made certain that I was taken care of, and was protected from attacks by the Defendants. I was treated like an important client and a valued friend. Not only did they manage the litigation, they also counseled me through some very difficult times. It is not pleasant being an FCA Relator. If you have the misfortune of finding yourself in need of a firm to get you through such a case, you will want the team at Phillips and Cohen. The team helped me stay focused, motivated, and sane through a very stressful process. No one is ever glad that they filed a False Claims case, but I am glad that I hired Phillips and Cohen to see it through. Rob Baker

Unlike many firms that handle whistleblower cases as one of many practice areas, Phillips & Cohen has made it their singular focus for over 30 years. Their attorneys are dedicated to representing U.S. and international clients in complex cases brought under the False Claims Act (often referred to as "qui tam" cases), as well as under the whistleblower reward programs of the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). Their remarkable track record includes recovering over $13 billion for the government through their clients' cases, leading to substantial whistleblower awards for those who stepped forward.
What truly sets Phillips & Cohen apart, as highlighted by numerous client testimonials and media recognition, is their deep commitment to not only achieving monumental financial recoveries but also to the well-being and protection of their whistleblower clients. As one client, Robert Baker, eloquently stated, "Phillips and Cohen did an amazing job handling my False Claims Act case... Not only did they ensure that the case was handled by attorneys with extraordinary talent, they made certain that I was taken care of, and was protected from attacks by the Defendants. I was treated like an important client and a valued friend. Not only did they manage the litigation, they also counseled me through some very difficult times." This sentiment is echoed by another client who described their seven-year case as "very complicated, but they understood it and were able to explain it so that even the most obscure facts were clear and compelling. I could not have been more pleased with their professionalism and skillset." For D.C. locals who find themselves in the difficult position of contemplating blowing the whistle, Phillips & Cohen offers not just legal prowess but genuine partnership and unwavering support through what can be an incredibly stressful process.

Phillips & Cohen LLP specializes exclusively in whistleblower law, offering highly focused and expert legal services to individuals who expose fraud and misconduct. Their primary practice areas include:
False Claims Act (Qui Tam) Lawsuits: Representing whistleblowers who report fraud against the federal government and state governments. This includes cases involving Medicare and Medicaid fraud, defense contractor fraud, cybersecurity fraud, financial fraud, and other types of fraudulent schemes that defraud taxpayer money. They guide clients through the complex process of filing a "qui tam" complaint under seal, assisting the government's investigation, and pursuing a share of the recovered funds as a reward.
SEC Whistleblower Program: Representing whistleblowers who report violations of securities laws or Foreign Corrupt Practices Act (FCPA) violations to the Securities and Exchange Commission (SEC). Under the Dodd-Frank Act, whistleblowers can receive significant monetary awards for providing original information that leads to successful enforcement actions.
CFTC Whistleblower Program: Providing legal counsel to whistleblowers who report violations of commodity laws to the Commodity Futures Trading Commission (CFTC) under their whistleblower reward program, also created by the Dodd-Frank Act.
IRS Whistleblower Program: Assisting whistleblowers who report tax fraud and underpayments to the Internal Revenue Service (IRS), helping them navigate the process to potentially receive a percentage of the recovered taxes.
Whistleblower Protection and Anti-Retaliation: Advocating for whistleblowers' job protection and rights against retaliation by their employers. They ensure clients understand their protections under various whistleblower statutes and pursue remedies if retaliation occurs.
International Whistleblower Cases: Extending their expertise to international whistleblowers who report fraud against the U.S. government or violations of U.S. laws by multinational corporations, securing significant awards for clients globally.
Phillips & Cohen LLP is distinguished by numerous features and highlights that firmly establish their reputation as the nation's leading whistleblower law firm:
Unmatched Success Record: The firm has recovered over $13 billion for the government through their whistleblower cases, making them the most successful firm in this highly specialized field. They have secured over $1.1 billion in whistleblower awards for their clients.
Pioneers in Whistleblower Law: Founding partner John R. Phillips was a driving force in the passage of the False Claims Act Amendments in 1986, which revitalized the law into a powerful fraud-fighting tool. Mary Louise Cohen, another founding partner, is often referred to as the "queen of qui tam" and is recognized for creating the modern qui tam/whistleblower practice.
Record-Breaking Settlements: Phillips & Cohen has been instrumental in securing some of the largest healthcare fraud settlements in U.S. history (e.g., GlaxoSmithKline for $3 billion, Pfizer Inc. for $2.3 billion) and the largest amount ever paid by a defense contractor in a qui tam case ($325 million – Northrop Grumman).
Most Dodd-Frank Whistleblower Awards: They have won 22 Dodd-Frank whistleblower awards under the SEC and CFTC programs for their clients, more than any other law firm, including some of the largest SEC rewards ever issued (e.g., $37 million, $32 million).
Client-Centric & Supportive Approach: As evidenced by client testimonials, the firm is highly praised for not only their legal talent but also their compassionate and protective approach, guiding whistleblowers through incredibly stressful times and prioritizing their well-being.
Highly Acclaimed Attorneys: Their attorneys consistently receive top legal awards and recognition, including "Lawdragon's 500 Leading Lawyers in America," "Best Lawyers in America," "US News & World Report's Best Law Firms," "Benchmark Litigation Star," and "Washingtonian's Top Lawyers in DC" for whistleblower law.
Thought Leadership: Their attorneys are frequently sought after for their views on whistleblower laws by federal and state legislators, as well as the news media, demonstrating their influence and deep understanding of this complex area.
As the nation's leading whistleblower law firm, Phillips & Cohen LLP operates on a contingency fee basis for the vast majority of their cases. This means that whistleblowers do not pay any upfront legal fees or expenses. The firm only gets paid if they successfully recover funds for the government and secure a whistleblower award for their client. This arrangement significantly reduces the financial risk for whistleblowers, allowing individuals to come forward with critical information without being deterred by legal costs.
Phillips & Cohen also offers a "FREE, Confidential Case Review." This initial consultation is invaluable for prospective whistleblowers in Washington, D.C., and beyond. It provides an opportunity to confidentially discuss potential fraud, understand the various whistleblower programs (False Claims Act, SEC, CFTC, IRS), assess the strength of a potential case, and learn about the protections and potential rewards available. This commitment to accessible, risk-free initial assessments is a significant "offer" that makes their elite services available to individuals who might otherwise be unable to pursue such complex legal action.

Jun 12, 2019 · Robert BakerPhillips and Cohen was amazing. My case took over 7 years from start to finish, and P&C was there with me to make it happen. My case was very complicated, but they understood it and were able to explain it so that even the most obscure facts were clear and compelling. I could not have been more pleased with their professionalism and skillset.
Nov 13, 2019 · Julie DarityThey are only interested in cases in which they don't have to do any work. Basically they want you to have it on a platter for them so that they can just collect on the work that you've done. They took very little time to review my case. They basically asked me if I knew that the company was cutting a check to the IRS. After I told them know they had no interest in my case. I'd look at another firm who is willing to do some work. In fact they never even called me back after I submitted them all of the information. They just sent me a generic e-mail.
